外部依赖与内部整合:英国学科评估改革的工作逻辑及发展轨迹——兼论中英两国学科评估的异同
External Dependence and Internal Integration:The Working Logic and Development Track of the Reform of British Discipline Assessment——On the Similarities and Differences of Discipline Assessments Between China and UK

摘要(Abstract):

学科评估是教育治理的技术性工具,是教育治理现代化的重要体现。从世界范围来看,英国学科评估与我国具有较高的相似性。20世纪80年代,以科研为主的公式化拨款模式催生了英式学科评估(RSE/RAE/REF)的兴起和发展。但随着高等教育溢价衰退,凸显学生选择权利的教学学科评估(TEF)得以建立。从英国学科评估改革发展来看,可以归纳出两条工作逻辑,即以准市场化为逻辑基础的外部资源依赖和以持续改进为逻辑基础的内部机制整合。根据这一认识,中英学科评估工作有四个方面可以进行对比:起始动力、工作理念、治理体系、技术方法。两国学科评估工作同中存"异",具有较大的交流互鉴空间,这将为我国构建更具中国特色和国际影响的学科评估体系提供新的改进思路。
Discipline assessment is a technical tool of educational governance and an important embodiment of the modernization of educational governance. From the perspective of the world,there are similarities between UK and China. In the 1980 s,the formulaic funding model based on scientific research gave birth to the rise and development of the British discipline assessment(RSE/RAE/REF). However,with the decline of higher education premium,Teaching Excellence and Student Outcomes Framework(TEF)highlighting students' right to choose has been established. From the perspective of the reformation and development of discipline assessment in the UK,two working logics can be concluded,namely,the external resource dependence based on external marketization and the internal mechanism integration based on continuous improvement. According to this understanding,discipline assessment work of China and the UK can be compared through four aspects:starting power,working concept,governance system and technical methods. There are differences between the two countries' discipline assessment work,and there is a large space for exchange and mutual learning,which will provide new ideas for China to build a discipline assessment system with more Chinese characteristics and international influence.
