日本教育信息化建设新举措——基于对日本国家政策方针的分析

摘要(Abstract):

日本文部科学省从2016年以来提出了一系列推进教育信息化发展的文件报告,这些文件报告基于日本文部科学省组织实施的大规模的调查研究和长期的实证反思,对在新的时代背景下如何利用信息技术促进日本教育尤其是基础教育发展提出了思路和举措。此次日本中小学信息化建设的特点为"以人为本,立足实际,注重效果,整体统筹,多方参与"。具体体现在以下五个方面:以促进学生发展为目标;重视前期试点与调查研究;立足实际,兼顾可持续使用;重视配套设施建设;重视官、校、团体间的合作。发展教育的最终目的是为了"人"的发展,研究将基于上述背景,深入探讨日本如何推进教育信息化以有效促进基础教育阶段学生的发展,以期为我国发展教育信息化提供借鉴。
Since 2016,the Ministry of Education of Japan has put forward a series of documents and reports to promote the development of education informatization. Based on the large-scale investigation and long-term empirical reflection organized and implemented by Ministry of Education of Japan,these documents and reports put forward ideas and measures on how to use information technology to promote the development of education in Japan,especially basic education in new era. The characteristics of the informatization construction in Japan's primary and secondary schools are "people-oriented,practical,effective,overall planning,and multi-party participation."It is embodied in five aspects:to promote the development of students as the goal;to attach importance to the pilot and research in the early stage;to be practical and to give consideration to the sustainable use;to attach importance to the construction of supporting facilities;to attach importance to the cooperation between government,schools and groups. The ultimate goal of developing education is for the development of "people". Based on the above background,the research will deeply explore how to promote education informatization in Japan to effectively promote the development of students in basic education stage,so as to provide reference for the development of education informatization in China.
