澳大利亚职业教育反土著人贫困研究:需求驱动的VTEC模式

摘要(Abstract):

职业教育和培训是国际社会反贫困行动中最具价值的手段和方式。土著人是澳大利亚最贫困的群体,帮助他们摆脱贫困是政府关注的重要议题,在艰巨而漫长的反贫困斗争中,澳大利亚探索出了更具实效性的需求驱动职业培训和就业中心(VTEC)反贫困模式。该模式坚持土著贫困者是反贫困的重要主体,以满足土著人和雇主的需求为出发点,立足于提供精准对接从业岗位的职业培训,促进土著人可持续就业,形成了一套各环节要素密切关联并相互支持的运行过程和"三位一体"的合作育人机制。该模式在反土著人贫困的实践中,彰显出匹配性、全面性、一致性和结果导向性的特点,确保了反贫困的长效性和彻底性,对我国更好地通过职业教育进行精准扶贫提供了很多的借鉴思路。
Vocational education and training is the most effective way and method of the international community in the fight against poverty. Aboriginal and/or Torres Strait Islander people are the poorest population in Australia,helping them out of poverty is a major concern of the Government. In the arduous and long struggle against poverty,Australia has explored a more effective demand-driven VTEC anti-poverty model. This model insists that indigenous people are the important participant in the process of anti-poverty,meet the needs of the indigenous people and the employer as a starting point,based on providing vocational education tailored to job and promoting their sustainable employment,forming a set of each link element close correlation and mutual support of the operation process and "trinity" cooperative education mechanism,It has showed the characteristics of compatibility,comprehensiveness,consistency and effect-oriented,ensuring the long-term effect and thoroughness of anti-poverty,and will bring us some enlightenments to eliminate poverty accurately through vocational education and training.
