韩国对外教育援助:动机、现状与发展态势
International Education Aid in South Korea:Motivation,Progress and Trends

摘要(Abstract):

韩国是世界上少数由国际援助受援国快速成长为援助国的国家之一,在发展国际援助过程中,非常重视对外教育援助。韩国将对外教育援助与国家的国际影响力提升、经济贸易的繁荣稳定和教育强国经验的对外输送紧密结合,以EDCF和KOICA为代表性执行机构,形成了以双边援助为主、多边援助为辅的援助体系。在持续推进对外教育援助事业中,韩国重点围绕质量、效果和可持续性等核心问题进行反思;坚持"选择与集中"原则,走"缝隙战略"路线;强调受援国属地责任意识,深化对受援国的了解;以项目方式为主推进教育援助,同时探索多样化的教育援助途径。
South Korea is one of the few countries in the world that has rapidly grown from an international aid recipient country to a donor country,especially in the process of developing international aid,South Korea has attached great importance to international education aid. South Korea has closely integrated international education aid with the improvement of the country's international influence,prosperity and stability of economic and trade,and the propagation of experience from an educational powerful country. With EDCF and KOICA as the representative executive agencies,South Korea has formed an aid system with bilateral aid as the mainstay and multilateral aid as the supplement. In the continuous promotion of international education aid,South Korea reflects on some core issues such as quality,effectiveness and sustainability,adheres to the principle of "selection and concentration",takes the "gap strategy" route,and emphasizes the sense of "Local Ownership" of the recipient countries,deepens the understanding of the recipient countries,and promotes education aid mainly by means of projects,and explores diversified ways of education aid.
