日本新一轮基础教育课程改革新动向——文部科学省“学习指导要领”(2017)述评
New Trends of the Latest Basic Education Curriculum Reform in Japan——Comments on the "Course of Study"(2017)of MEXT

摘要(Abstract):

2017年3月31日,日本文部省颁布了最新的"幼儿园、小学校和中学校学习指导要领",这是日本在全球发展学生核心素养大背景下新一轮课程改革的纲领性文件。文件表明,日本新一轮课程改革以学生"资质与能力"的全面养成为宗旨,课程内容强调"面向社会的课程",教学与学习方式强调"主体性、互动式、深度"的主动学习,学习评价强调以目标为基准的多样化,支持学生成长方面注重以学生为本,实施策略重视学校与地方的协同。本次修订体现了日本在反思本国历次课程改革基础上,立足于全球发展学生核心素养的尝试与探索,值得我们借鉴与思考。
On March 31,2017, the Ministry of Education, Culture, Sports, Science and Technology(MEXT) of Japan issued the latest "Course of Study for Kindergarten, Primary school and Secondary school", which is the guiding document of Japanese latest curriculum reform in the global context of students' development of key competencies. The document shows that the latest round of curriculum reform in Japan aimed at the comprehensive development of students' "qualifications and abilities". The curriculum contents emphasized "Society-oriented Curriculum". The teaching and learning methods emphasized Active Learning of "Subjectivity, Interaction, and Deep learning". The learning assessment emphasized diversification based on goals to support student-oriented developments. The implementing strategies emphasized the coordination of schools and localities. This revision reflects that Japanese attempts and investigations based on the previous curriculum reforms, and the global context of students' development of key competencies, which worth our reference and thinking.
