技能个人收益的国际比较及对我国教育的启示
Comparative Study on the Personal Return of Skills and Its Implications for the Development of Education in China

摘要(Abstract):

教育能够促进个人就业,增加个人收入已经被普遍证明,人力资本理论认为教育之所以能够产生这种作用得益于教育提高了个人的技能水平。然而关于技能对个人就业和收入的影响研究相对较少。基于国际成人能力评估项目调查数据,探究了32个国家的成人劳动力的读写技能、计算技能以及问题解决技能对个人就业和收入的影响。研究发现劳动力的读写技能、计算技能、问题解决技能越高,越容易就业,且计算技能越高的劳动力越容易选择技能型职业,问题解决技能越高的劳动力越容易选择白领半技能型职业和技能型职业。在个人收入方面,劳动力的读写技能、计算技能、问题解决技能水平越高,其工资收入越高。不同年龄阶段的劳动力的工资收入受技能的影响并不相同。
As we all know,the probability of employment and the income will be increased by increasing schooling years. It can be explained with the human capital theory that education cultivates the skills of labors. The research about the personal return of skills is few in China. Based on the PIAAC survey data,we found that the higher the score of the literacy,computing and problem solving skill,the easier to get a job. The higher score of the computing skill,the easier it is for a skilled worker to enter a skilled job. The higher score of the problem solving skill,the easier it is to enter a white-collar,semi-skilled and skilled job. The literacy skill,computing skill and problem-solving skill has a significant positive impact on the wage of the labor force.
