汉纳谢克市场取向教师质量问责理论探析

摘要(Abstract):

市场取向的教师质量问责理论,是从人力资本的视角对教师质量的成本输入与经济效益进行研究的理论,代表人物是美国著名教育经济学家艾瑞克·汉纳谢克。该理论旨在对教师质量的成果输出,即学生学业成绩增值情况进行检视,并按照经济规律和市场竞争的要求,建立基于学生学业增值效能评估的教师薪酬制度,强化教师薪酬的绩效问责,以此推动实现教师质量经济价值的最大化。
Market orientation of teacher quality accountability thoughts are based on the theory of human capital to review the economic benefits of teacher quality input cost,the representative expert is Eric A. Hanushek who is the prominent education economist in the USA. Market orientation of teacher quality accountability thoughts aim to evaluate the students academic achievement value-added which is the output of teacher quality,and to establish teacher pay system based on the evaluation of students academic achievement value-added,strengthen the teacher pay` performance accountability accoding to economic rules and market competition,and to maximize the economic value of teacher quality.
