日本企业主导型托育服务支持政策:背景、内容与效果

摘要(Abstract):

为了调动企业力量参与托育服务供给的积极性,日本政府于2016年4月开展了一项新型企业托育服务——企业主导型托育服务,并为这一新型托育服务制定了一系列支持政策,力图通过丰富运营模式、放宽设置标准、加大经费补贴、完善监管体系等手段,引导企业主导型托育服务的推广普及与有序运行。据统计与调查显示,企业主导型托育服务支持政策获得了较好的成效,在一定程度上缓解了日本国内的待机儿童问题,但企业主导型托育服务在运营过程中产生的问题也反映了该支持政策的缺陷。日本企业主导型托育服务支持政策的经验与教训,对我国企事业单位托育服务政策的建设具有一定的借鉴意义。
In order to mobilize the enthusiasm of enterprises to participate in the supply of childcare services,the government of Japan set up a new type of childcare services in enterprises:enterprise-dominated childcare service in April 2016,and developed a series of support policies for this childcare service.The government of Japan attempts to guide the promotion and operation of the enterprise-dominated childcare service through several means such as enriching operation modes,relaxing setting standards,increasing funding subsidies,and improving the quality supervision system. According to the results of statistics and investigation,the support policies of enterprise-dominated childcare service has achieved some positive results,and partly alleviated the problem of "waiting-child" in Japan. However,some problems which happened in the process of enterprise-dominated childcare service also reflect the shortcomings of this support policies.The experiences and lessons from the support policies of enterprise-dominated childcare service offers some insight for China.
