国家教育治理职能重心的转变——英国国家中央教育行政机构变革评析

摘要(Abstract):

英国中央教育行政机构的变更,反映了不同时期英国国家教育治理职能重心的转变。英国中央教育行政机构变革划分为"加强国家对教育的控制""、中央教育行政机构的放权"、"服务型中央教育行政机构的设置"、"回归教育治理根本职能"四个阶段。不同时期英国国家教育治理职能重心的转变,以及英国国家与地方在教育治理体系中关系的变化,表明英国中央教育行政的职能已经从管控型政府,到"伙伴关系"的政府,再到服务型政府职能部门的转变。英国国家教育事业的发展重新放权于地方教育当局,加强与巩固中央与地方在教育治理体系上的服务型政府职能建设,对我国深入推进教育治理体系与治理能力的现代化具有借鉴价值。
The change of the central educational administration in Britain reflects the change of the focus of the national educational governance function in different periods. The reform of the central educational administration in Britain can be divided into four stages: "enhancement of the state's control over education", "decentralization of the central educational administration", "establishment of service-oriented central educational administration",and "recurrence of the fundamental function of educational governance".The change of the focus of the national education governance function and the relationship between the state and the local government in different periods indicate that the functions of the British central education administration have changed from a regulatory government to a "partnership" government and then to a service-oriented government. The development of national education in Britain has been decentralized to local educational authorities,and the construction of service-oriented government functions in educational governance system between central and local governments has been strengthened and consolidated,which is of great value for China to further promote the modernization of educational governance system and governance capacity.
