美国佛罗里达州推进数字化教材建设的举措与启示
The Measures and Enlightenment of Advancing Digital Textbooks Establishment in Florida

摘要(Abstract):

推进数字化教材建设是实现教育信息化的关键措施。数字化教材建设既是我国教育信息化的重点工程,也是教材体系改革的短板。美国佛罗里达州率先在全州自上而下推行数字化教材改革缘于其数字化教材质量提升的诉求。佛罗里达州数字化教材建设的体系完整、机制健全,其主要举措表现在:通过教材规划和立法,完善数字化教材建设的制度措施;政府、高校与学术出版社密切协作,创新数字化教材的开发机制;强化高校图书馆的引领功能,搭建数字化教材资源的共享平台;构建数字化教材培训模式,提升教师数字化教材使用能力等。
Advancing the construction of digital textbooks is the key measure of educational informatization. The construction of digital textbooks is not only the key project of educational informatization in China,but also the short board of the reform of textbook system.Florida takes the lead in carrying out the reform of digital teaching materials from top to bottom in the whole state because of the appeal of improving the quality of digital teaching materials. Florida's digital textbook construction system is complete and the mechanism is sound. Its measures highlight:through textbook planning and legislation;improving the system and measures of digital textbook construction;building a close collaboration relationship between the government,universities and academic publishing houses;innovating the development mechanism of digital textbooks;strengthening the leading function of University libraries,and building the sharing platform of digital textbook resources;Innovating digital textbook training mode,improving teachers' ability to use digital textbooks,etc.
