日本中小学“体验性学习”和“体验性活动”政策的强化、主要特征和历史意义
The Policy of "Experiential Learning" and "Experiential Activities" in Japanese Primary and Secondary Schools:Enhancement,Major Characteristics and Historical Significance

摘要(Abstract):

20世纪80年代中期至21世纪初的十余年间,日本的中小学体验性学习和体验性活动政策得到了显著加强。当时,临时教育审议会提出的有关建议对于强化中小学体验性学习和体验性活动起到了引领作用,教育课程审议会提出的有关建议对于将体验性学习和体验性活动落实到中小学课程编制与实施计划之中起到了指导作用,1989年版的中小学学习指导纲要对于体验性学习和体验性活动在中小学课程中的实施作出了明文规定。这一时期日本中小学体验性学习和体验性活动政策的总体特征是其实施路径(即有关学科、科目等)的扩大化。当时,日本加强中小学体验性学习和体验性活动政策是与日本推动其社会转型和教育转型密切联系在一起的。
In the past ten years from the middle of 1980 s to the early 21 st century,the policy on "experiential learning" and "experiential activity" in Japanese primary and secondary schools was strengthened.At that time,the recommendations put forward by the Provisional Education Council had played a leading role in strengthening the policy on experiential learning and experiential activities in primary and secondary schools.And the recommendations put forward by the Educational Curriculum Council were considered as a guiding role to implement experiential learning and experiential activities to curriculum development and implementation plan in primary and secondary schools.The 1989 edition of Learning Guiding Principle for primary and secondary schools had made explicit provisions about carrying out experiential learning and experiential activities in the curricula of primary and secondary schools. "Enhancement" was the overall characteristics that Japan implemented the policy on experiential learning and experiential activities in primary and secondary schools during that period,which basically pointed to the expansion enhancing of implementation paths of experiential learning and experiential activities(namely relevant subject,course,etc.).At that time,it was of great historical significance that Japan strengthened policy on experiential learning and experiential activities in primary and secondary schools which was closely linked to Japan's promotion of its social and educational transformation.
