为了卓越的协同:澳大利亚科研创新系统改革探索

摘要(Abstract):

近年来,受到宏观经济转型以及知识经济发展的影响,澳大利亚着重强调科研创新的地位与作用,以此寻找新的增长点,重塑国家的"新经济"发展形态。澳大利亚政府颁布了一揽子改革政策,对原有科研体系进行升级与扩展,建立了以高校为核心的协同创新系统,将政府、高校、研究机构、企业、民间组织等囊括在内,构建"政产学研用"合作的协同创新机制。在改革中采取的具体措施包括增强政府在科研中的作用,增加科研经费的资助力度,改善科研基础设施建设,推进创新型人才的培养,提高科研成果的转化率,最终提升国家的创新力与竞争力。
In recent years, with the influence of macro-economic transformation and the development of knowledge economy, scientific research innovation has been emphasizing in Australia to search for new growth points and to reshape its economic development.The Australian government has issued a series of reform policies to upgrade and expand its original scientific research system and establish a collaborative innovation system with universities at the center. This new system includes the government, universities, research institutes, enterprises and non-governmental organizations to build a collaborative innovation mechanism of "government-industry-university-research-application" cooperation. Strategies used in the implementation of the reform include: strengthening the function of government in scientific research, increasing the financial support for scientific research, improving the construction of scientific research infrastructure, promoting the cultivation of innovative talents, enhancing the conversion rate of research achievements and ultimately improving the country's innovation and competitiveness.
