智库对美国基础教育政策的影响——以斯坦福大学胡佛研究所为例
The Influence of a Think Tank on American Basic Education Policy——A Case Study on the Hoover Institution at Stanford University

摘要(Abstract):

在过去数十年里,胡佛研究所是为数不多的能够对美国基础教育政策施加影响的大学智库之一,其影响领域是:确定美国基础教育问题的根源;提出解决美国基础教育问题的方案;通过前瞻性的研究为基础教育发展提供对策。胡佛研究所采取的政策营销策略主要有:利用学者的专业力量与权威效应形成政策影响网络;利用大众媒体、精英媒体与网络全方位地传播自己的研究成果,扩大自身的影响力,进而影响教育政策的制定。
Over the past decades,Hoover institution is one of the few university-affiliated think tanks which has been exerting profound impact on basic education policy in United States effectively. Its influence centered on identifying the cause of American basic education issues;proposing the solution to basic education issues and providing the countermeasures for basic education development through foresighted research. The strategies employed by Hoover institution to market its idea and policy are formulating policy influence network through utilization of the scholars' professional power and the establishment effect;disseminating its own research comprehensively and expanding its influence via Mass media,elite media and internet so as to get significant influence on Educational policymaking in America.
