印度公立、私立高校教师地位差距及制度成因
Status Gap and Institution Causes of Indian Teachers in Public and Private Colleges and Universities Teacher

摘要(Abstract):

随着自筹经费私立高校的出现,印度公立、私立高校教师身份出现了真正的分化,两者虽然处于同一个职业管理体系之中,具有相同的最低入职要求、职称晋升模式与最低标准、薪酬制度,但在薪酬、社会保障、职业权利等方面却出现了由身份不同所引发的显著地位差距,这种地位差距制约着印度私立高校师资队伍建设水平和办学质量的进一步提升。而私立高等教育法律不完善、缺乏有效的政策执行监督机制、高校质量认证制度不健全等是造成这种地位差距产生并持续存在的主要制度性原因。
With the advent of self-funded private colleges and universities,there is a real differentiation in teacher identity in India's public and private colleges and universities. Though both are still in the same career management system,having the same minimum entry requirements,title promotion model and minimum standard,salary system. However,there are also significant differences in salary,social security and rights caused by different identities,which restricts the level of the construction of the ranks of teachers and further improvement of colleges and universities quality. The main institutional reasons which lead to the status gap and persistent existence include the followings:incomplete private higher education law,lack of effective policy implementation supervision mechanism,unsound university quality certification system.
