英国高等教育第三方评估及其启示——以高等教育质量保障署为例
Third-Party Evaluation of Higher Education in the UK and Its Implications——Take the Quality Assurance Agency for Higher Education as an Example

摘要(Abstract):

第三方评估是高等教育质量外部保障体系的重要组成部分。英国高等教育质量保障署作为第三方评估的代表,构建了完善的组织结构,有着多元的经费筹措渠道、民主的决策模式和全面的内外部监督机制,先后经历了"学科评估"与"院校评估"并存阶段(1997-2002年)、评估类型整合的"院校审查"阶段(2002-2011年)和基于风险管理的"高等教育评估"阶段(2011年至今)。英国高等教育质量保障署评估实践秉持以学生为中心的评估理念,着力提升评估的专业水平,重视与高校自我评估的有机结合,并着力完善背后的法律政策体系。然而,英国高等教育质量保障署评估也存在一定的局限性,比如存在独立性不足等问题。
Third-party evaluation is an important part of the external security system for higher education quality. As a representative of third-party evaluation,the Quality Assurance Agency for British Higher Education(QAA)has established a sound organizational structure,with multiple funding channels,democratic decision-making models,and comprehensive internal and external monitoring mechanisms. The co-existing phase of "Subject Review" and "Institutional Review"(1997-2002),the "Institutional Audit" phase of integration of evaluation types(2002-2011),and the "Higher Education Review" phase based on risk management(2011-present). QAA evaluation practice adheres to the student-centered evaluation concept,strives to improve the professional level of evaluation,attaches importance to the organic combination with college self-evaluation,and strives to improve the legal policy system behind it. However,the QAA evaluation also has certain limitations,mainly manifested in its insufficient independence.
