有效的自主:挪威大学学术治理变革的制度逻辑——基于奥斯陆大学与卑尔根大学的个案研究
Efficient Autonomy:The Institutional Logistics of Norwegian University Academic Governance Reform——Case Studies on University of Oslo and University of Bergen

摘要(Abstract):

有效性与自主合法性脱耦的张力推动了挪威大学学术治理变革,寻求有效的自主成为其学术治理制度转型的主旋律。20年来,在效率导向的资源整合、质量驱动的产出保障"、条件性"财政资助的复合作用下,挪威奥斯陆大学与卑尔根大学学术治理改革显现出多元利益主体制衡、与政策规制同向共振、行政科层管理强化、整合的学术领导结构、注重学术产出绩效、学术评价标准显性化的主要表征。如何有效应对学术治理改革外部质量问责与内部组织自主,行政科层集权与专业学术分权,财政远程调控与同僚管治传统的多元张力,奠定了学术治理变革的逻辑基调。超越有效运行与同僚管治二元价值分离的桎梏与瓶颈,应化解工具理性主导的再规制与建构信任型学术领导的两难之境,激活有效而自主的联动机制,提升学术治理效能。
De-coupled tension between efficiency and legitimacy push the Norwegian university academic governance reform and exploring the efficient autonomy become the themes of academic governance transformation. In recent 20 years,University of Oslo and University of Bergen academic governance reform maintain the characteristics of multi-interest advocacy balance,keeping the same rate with public policy,strengthen administrative bureaucracy,integrated leadership structure,focusing on academic production performance and exposed academic performance criterion under the effected and efficiency oriented synthetical influence of scale resource integration,the production assurance of quality driven,conditional finance fund. How to effectively deal with multi-academic governance reform paradoxes—outside quality accountment and inside organization autonomy,bureaucracy centralization and professional academy de-centralization authority,finance remoted control and collegial governance tradition,which lay down the efficient academic governance reform foundation. Beyond the binary separation limitations and bottle neck between collegial governance and institution effective function,should resolve the dilemmas between the re-regulation led by instrumental rationality and the construction of trusted academic leadership,and activation the efficient autonomy interaction mechanisms to improve the academic governance efficiency.
