建设教育共同体:俄罗斯强化与中亚国家教育合作的路径与机制
Building an Educational Community:The Path and Mechanism of Russia Reinforcing Educational Cooperation with Central Asian Countries

摘要(Abstract):

教育合作是国家间区域合作的重要组成部分。为强化与中亚国家间的教育合作,建设区域性教育共同体,独立后俄罗斯经历了重返中亚、恢复传统影响力、实质性加强区域合作以及谋求深度融合等政策演变阶段。在强化与中亚国家的教育合作过程中,俄罗斯主要采取了对外选派教师与加强教师间交流、构建教学平台与提供多种资源、设立分校与联合办学、提供资助与留学便利、推动教育评估与质量监测改革等方式,并在此过程中形成了以政策配套为前提的统筹规划机制、以俄语传播为媒介的动力助推机制、以项目合作为载体的政策落实机制、以多边组织为依托的平台支撑机制、以自身建设为基础的发展保障机制。
Educational cooperation is an important part of regional cooperation among countries. In order to reinforce educational cooperation with Central Asia,building an educational community,Russia experienced the stage of policy evolution,including returning to Central Asia,restoring its traditional influence,substantially strengthening regional cooperation and seeking deep integration. During the educational cooperation process with Central Asian countries,Russia has mainly adopted such methods as sending teachers abroad and enhancing teacher-to-teacher communications,constructing platforms and providing various teaching resources,establishing branch campus and setting up combined schools,providing subsidies and facilities for studying abroad,and promoting the reform of educational evaluation and quality monitoring. During the process,an overall planning mechanism based on policy packages,a motivation boosting mechanism with Russian propagation as the medium,a policy implementation mechanism based on project cooperation,a platform supporting mechanism based on multilateral organizations,and a development guarantee mechanism based on self-construction have been formed.
