英国高校科研影响力评估的改革与启示——基于REF2021的分析

摘要(Abstract):

作为知识创新和科学发现的重要阵地,科学研究对经济社会发展的影响以及科研影响力评价已经引起各国高等教育工作者的广泛关注。英国高校科研影响力评价水平在国际上一直处于领先地位。自2019年1月开始,英国高等教育基金管理委员会陆续发布"科研卓越框架2021"的评估指南、评估标准等文件,进一步改革和完善科研影响力评估,增加科研影响力的评估比重,将科研对教学和学生活动的影响纳入评估范围,并且新增公众参与和教学的影响类别。对"科研卓越框架2021"中关于科研影响力评估的内容及其改革的分析,可以为我国开展科研影响力评估和提升科研服务水平提供参考与借鉴。
As an important position of knowledge innovation and scientific discovery,the impact of scientific research on economic and social development and the evaluation of social impact of science have attracted extensive attention of higher education workers in various countries. The evaluation level of social impact of science in British universities has been in a leading position in the world. Since January 2019, the UK Higher Education Foundation Committee has successively released the "Research Excellence Framework 2021".To further reform and improve the evaluation of social impact of science, increase the proportion of evaluation of social impact, include the social impact of scientific research on teaching and student activities into the scope of evaluation, and add the impact categories of public participation and teaching. The analysis of the contents and reforms of the social impact of science researchin REF2021 can provide references for China to carry out the assessment of social impact of science and improve the level of scientific research service.
