为提高新教师入职培训的成效,缓解中小学新教师流失严重的困境,英国政府在建立新教师入职培训制度20年之后,首次着手对该制度进行全面改革。从2021年9月起,英国开始实施以《早期职业框架》为法定依据的早期职业教师入职培训制度,试图通过出台早期职业教师培训标准,构建新的教师入职培训体系等举措全面提升早期职业教师的素质和入职培训的效能。英国此次推行的教师入职培训制度改革是教师专业发展体系改革的重要组成部分,旨在通过教育教学研究的实证成果为中小学教师提供支持,为未来中小学教师专业发展打造一条不间断的、贯穿教师整个职业生涯的专业发展“金线”。
Since statutory induction is the bridge between initial teacher training and a career in teaching,the U.K. government launched a radical reform in new teacher induction programme after it was introduced twenty years ago. The reform,which represents the most significant step to teaching in a generation,is part of the government's teacher recruitment and retention strategy,aiming to improve the training and development opportunities available to teachers in primary and secondary schools. All early career teachers who start induction from September 1st,2021 are required to follow the two-year induction based on the Early Career Framework. In order to enhance the quality and efficiency of early career teacher training,the government has taken a series of new measures,such as setting standards for early career teacher training and developing a new system of teacher induction. In a sense,early career teacher induction is part of overall teacher development reforms which will create a "golden thread" of high-quality evidence underpinning the support,training and development available through the entirety of a teacher's career.
