英国高校评价中的多元利益协调——以卓越框架体系为例
The Coordination of Multiple Interests in the Evaluation of British Higher Education Institutes:Based on Research of Excellence Framework System

摘要(Abstract):

2014年以来,英国政府先后建立了"科研卓越框架""、教学卓越框架"以及"知识交换框架",以此形成了全面评价高校各项职能的"卓越框架体系"。这一体系的突出特点就是对多元利益的协调,具体表现为:在评价方案形成过程中建立了完善的多元协商机制;通过评价维度和指标设计平衡各利益主体内部不同群体的利益;吸纳各利益主体参与评价,使他们能在评价过程中争取自身利益并作出进一步协调;评价结果有效服务于各利益主体的决策。英国卓越框架体系的实践可为我国高校评价改革提供一定借鉴。
Since 2014, the "Research Excellence Framework", "Teaching Excellence Framework" and "Knowledge Exchange Framework" were established one by one in the UK, forming a excellence framework system for assessing British higher education institutes(HEIs)comprehensively. One of the important characteristics of this system is the coordination of multiple interests, which is embodied in the following aspects:establishing a sound multi-consultation mechanism in the process of the formation of the evaluation scheme, balancing the interests of different groups within each interest subject through evaluation dimension and index design, attracting various interest subjects to participate in the evaluation so that they can strive for their own interests and make further coordination, serving the decision-making of each interest subject effectively. The British exploration can give us inspiration on reforming HEIs external assessment system.
