比较视野下的教师专业标准研制与实施
The Development and Implementation of Teacher Professional Standards in Comparative Perspective

摘要(Abstract):

教师标准并不必然能够保障教育质量的提升。研制与实施什么样的标准以及如何去研制并实施教师专业标准,影响着教师专业标准的价值实现。从国际上来看,标准研制的主体不外乎是政府和专业组织两类。无论谁为主体,强调利益攸关方的包容性参与是共同趋势。标准的形式与结构多样,选择何种方式与结构取决于标准的目的,但是制定包含内容标准与表现标准的专业标准已经成为主流趋势。标准的作用发挥不仅取决于标准文本,同时也受实施方式和实施配套的影响。标准要发挥作用,需要在广泛传播的基础上维持压力与支持之间的适度平衡,同时需要构建基于专业标准的教师质量保障体系。教师标准应该被放在更大的学校教育系统中进行综合考虑,其研制与实施的过程应该成为利益攸关方之间以及教师标准与教师质量保障体系其他环节之间不断对话的过程。
Teacher professional standards are not inherently valuable in quality assurance of education. It is what kind of standards and how to develop and implement the standards that affect impact of teacher professional standards. Internationally,government and professional organizations are the main bodies in charge of standard development. Regardless of who is in charge,the emphasis on wide and inclusive participation by stakeholders is a common trend. The standards can take different forms and structures. Although the choice of forms and structures depends on the purpose of the standards,it has become a trend to formulate professional standards including content standards and performance standards.The role of standards is not only dependent on the text of standards,but also affected by the way of implementation and supporting policies and systems. For standards to work,a proper balance between pressure and support needs to be maintained on the basis of widespread dissemination of standards,and a teacher standard-based teacher quality assurance system should be constructed. Teacher standards should be considered comprehensively in the larger school education cycling,and their development and implementation should be a process of continuous dialogue among stakeholders and between teacher standards and other aspects of the teacher quality assurance system.
