美国师范生从教能力的测评——马萨诸塞州新一代表现性评价改革述评
Assessment on the Teaching Competency of Teacher Candidates in the United States——Review on Massachusetts' New Performance Assessment

摘要(Abstract):

马萨诸塞州2015年出台的《教师候选人表现性评价》(CAP)是在全美师范院校协会颁发教师表现性评价(ed TPA)之后美国州层面最早制定的第二代表现性评价标准之一。作为新一代的评估系统,CAP在评价的内容框架、评分机制和步骤流程方面进行了变革,呈现出评价内容精练化、评价步骤具体化、评价工具多样化和评价结果实效化的特征。它为我国测试师范生从教能力的探索提供以下方面的思考:应综合运用质性与量化评价方式,努力提高评估的信度和效度;建立基于表现问责的评价体系,支持教师候选人职前职后发展一体化。
Massachusetts' Candidate Assessment of Performance(CAP),issued in2015,is one of the earliest performance assessments that were designed by the state educa-tional authority after AACTE issued ed TPA in 2013. CAP shows new change in the content,rubric and process,displaying many features like simplicity of content,concretion of pro-cess,diversification of tools and effectiveness of results. It provides the following enlighten-ment for how to test the teaching competency of Chinese novice teachers:adopt the qualityand quantity assessment comprehensively,improve the reliability and validity of the assess-ment,build performance-based assessment system and solidify the notion of a career con-tinuum that systematically supports teacher candidates in continuously improving theirpractice.
