向非公立机构“购买学位”发展学前教育——以美国幼儿班(Pre-K)项目为例

摘要(Abstract):

在公共教育资源不足时,向非公立学前教育机构"购买学位",获得学生入学位置,是当前国内外一些地方政府采取的做法。美国3-4岁儿童早期教育项目实施了购买学位的政策,明确了向谁购买、为谁购买、以什么形式购买和如何进行监督、评价等关键问题。我国地方政府在制定和实施相关政策时,应审慎考虑国外的经验、教训。
Currently,some local governments home and abroad purchase places from non-public providers in early childhood education,when facing with the deficiency of public early childhood education resources. The Pre-kindergarten Program for 3-4 years old children in the United States has implemented such policy. They clarified essential elements in this policy,such as the eligibility of children and providers,the concrete purchasing form,the requirements of administration and evaluation. The experience and lessons from abroad should be taken into consideration when we develop the related policy in China.
