试析日本高知县土佐市共同参与型基础教育改革实践
An Analysis on the Basic Education Reform Practice with the Feature of Joint Participation at Tosa City of Kochi in Japan

摘要(Abstract):

高知县土佐市的基础教育改革是在日本20世纪90年代后半期开始的地方分权和放宽限制的推动下进行的。土佐市在"孩子是学校的主人公"这一基本理念指引下,通过"基于学校、家庭和社区的合作来提高教育水平"、"注重提高教师的素质和指导能力"、"通过导入教学评价系统等改善教学的措施,提升学生的学力水平"等具体举措,推进积极有效的改革实践。其改革特别注重学生、家长、社区居民和教师等相关主体的共同合作与参与,是日本以共同参加为特征的基础教育改革模式的典型代表。
The basic education reform at Tosa of Kochi was promoted by decentralization and relaxing policy restriction in the latter half of the 1990s of Japan. Under the guidance of the basic concept that "student is the protagonist of school",Tosa carried out reforms positively and effectively by some initiatives such as "based on the cooperation of schools, families and regions to improve the level of education", "focusing on improving the academic faculties' attainment and guiding ability",as well as "introducing the teaching evaluation system and other improving teaching skill measures to enhance the students' level of scholastic ability" and so on. The reform especially focuses on the cooperation relationship between students, parents, local residents and staffs' and their participation, which can be regarded as the typical representative of basic education reform mode with the feature of joint participation.
